Low-Income Home Energy Assistance Program (LIHEAP)
Low-Income Home Energy Assistance Program (LIHEAP) is the Division of Community Services (DCS) most well-known and highly utilized program. LIHEAP provides financial assistance to eligible households to help pay the cost of home energy bills and other energy related services. Benefits vary depending on the intensity level and are based on the rating tool. The elderly & handicapped are given priority for services. Other low income clients are required to participate in case management to help improve their lives so they won’t need these services for the duration of their lifetime. Staff will assist clients with networking with other resources and programs to address their specific needs.
Clients are required to present a valid MS State Issued ID, Birth Certificates, Social Security Cards, income for all household members (for the past 30 days which will be annualized) and all household bills. Clients claiming to have zero income will be required to show cause, must present an affidavit stating why they are not working & update every 30 days. They must be registered with the WIN Job Center and actively seeking employment. Additional documentation may be required depending on the client’s situation.
Eligibility for LIHEAP is based on the household’s total annual gross income, asset test, and participation in case management. The applicant household must be responsible for the energy cost and/or has the energy bill in his/her name. Eligibility is also based on the household’s total annual gross income which must be equal to or less than 60% of the Office of Budgets and Management Poverty Guidelines that are in effect.
